That is definately not the plan, we will provide a 1.x API compatibility layer, and documentation on the steps to undertake to upgrade your application. All FuelPHP core devs make a living writing FuelPHP apps, the last thing we want is to spend a lot of time (we can't charge to a client) to migratie existing applications.
