Very good question. You might have to ask them. There's even a FuelPHP book in Japanese.

Novius is French though, so that doesn't really explain it.

It is french, but it seems to have lots of japanese users.

because novius offers application in Japanese "novious Os" made with FuelPHP. But as Verton said, this does not necessarily mean anything. Simply there is an influential blogger who starts to make tutorial to FuelPHP and that's enough to make the pub.
This is what I intend to do in performing advanced FuelPHP on my future blog tutorials (hopefully I enough time). On best practices and architecture when one is confronted with problems of large applications, full ajax etc ...

The greater part of the time we often see the same types of tutorials on cms or framework, of fairly simple tutorial, which is good to start, but today we must quickly be able to know her well architecting code when several bump and this is often a mess on some apps lol.

I love the "how to" Symfony2 really shows some complex situations such as nesting form and collections of forms, but what I regret the Symfony2 doc is not quick access to class and methods with small examples, something that is very precisely on FuelPHP doc, but against on FuelPHP it lacks a bit too lol example. It will come, I look forward to seeing fuelphp2.0
