As far as I know, it's pretty much a clone of Heroku, except for PHP instead of Ruby.
I haven't tried it out and I'm not sure how much it costs - or if there even is a cost. It doesn't seem to say anywhere on the website. All in all, it might be worthwhile signing up for an invite.

I will be able to get in. They are doing a referral system where you have to invite 2 users to get in.
