I do value performance for huge projects (like project management systems with a lot of docs and manhour data), and sometimes I look for built-in REST or SOAP functionality (Yii does not natively offer REST out-of-the-box, unlike Fuel. But it does offer SOAP, though I still prefer JSON over XML due to bandwidth issues).
