I am a project developer (not a coder) with alot of ideas but not sure where to start since I have found this framework.
Here is a rough draft idea on what we wanted to get out of fuel php:
A cms with the following features :
portal
blog
downloads
forums (integrated mybb) or will use a forum written from scratch if it has similar features
articles
gallery
wiki
shop
Semi detailed description of what's needed:
The Portal will consist of :
The landing page of the cms. You will have the choice of layout and ordering the blocks by simple drag and drop per region. When creating blocks for the portal you can use: php, html, custom content and the wysiwyg editor.
The Gallery will consist of :
A simple gallery addon will use either single file uploader or bulk uploader for multiple images.Settings for this will also name the gallery page and what file extensions you will accept. The user will be able to select a 100x100 image as the folder image. Rating and comments system will be tied intot the user profile. How many uploads and comments etc....
The Forums will consist of :
This is the main part of the cms! The forums will encompass the whole cms basically using the permissions and user profiles from the mybb forums themselves.
The Downloads will consist of :
The download system will come in 2 parts. 1 part will be solely ours used on the arc website, and the 2nd part will be for the core of the cms. 1st part will be same as the regular release except it will have a couple of extra settings that a normal user will not use.*** A user will create a download and upload any type of file except a .exe file ! ***
User will create categories and sub categories from the main category if needed. The user will be able to create a 100x100 pixel image to be the download category image.
Users will be able to rate, comment and subscribe to changes if the download should get updated by author.
The Shop will consist of :
The shop will be an online store for users to sell items. They will accept the usual : paypal, google checkout, moneybookers, 2checkout and altertpay.
A user will be able to create categories, sub categories, specials of the month, discount codes and referrals.
The Blog will consist of :
A simple blog page with categories and sub categories where a user can create posts, post images and urls through the wysiwyg editor. Users will be able to comment on the blog posts and rate them.
The Wiki will consist of :
The wiki will be able to create a "wikipedia" type page within an ARC site.
We do NOT want to use any sort of wiki syntax!
The wiki will use the wysiwyg editor to create content. Users can submit wiki articles that will be placed into moderation to then be added to the wiki.
Outside plugins needed:
Social addons - facebook, google+, myspace, diaspora, twitter
WYSIWYG editor - CKeditor
Antispam - Mollom
So my question would be, is this possible with Fuelphp ? And if so, how much should I look to spend for development and a timeframe for something like this to be completed?

Really interested to see what you guys have come up with for Phoenix CMS. Tried to visit the link you posted, but only reached a landing page for Weztec hosting. Is Phoenix anywhere else I could take a look?

With FuelPHP, anything is possible.
What something like this would cost depends on a long list of factors.
I for one hardly ever quote fixed prices, and for a guestimate it would need more detailed information to have it make any sense.
In the 25 years of development I still have to see the first project that is scoped correctly at the start, which is properly analyzed and documented, and which will not have any scope changes while the project is underway. For the same reason it is difficult to give a guestimate on time.
Given my experience with writing CMS'ses from scratch and reading your wishlist, I would say at least six months. Convert that into money and I would say at least 75.000 euro (100K USD).
Thanks wan, I have scanned through github and located a couple fuel powered cms' but I don't think any of them are complete. I will keep plucking away.....either way. Maybe this gives me an excuse to learn some coding? lol
I know there's a few people busy with developing a FuelPHP based CMS, I've seen discussions about it on IRC.
I'll notify them about this forum thread, so they can respond if they want to.
