Modular Admin AKA the router() function

This would be good in a situation where you allow developers to write modules for your application that utilise configuration, for example.

    I posted the bare function at http://scrp.at/aso if you want to take a look. Please read through the code in its entirety - You'll notice there are lots of things that are specific to my project, and I simply haven't had the time to re-write so it's more generic.
