where put error_reporting code?

    error_reporting(E_ALL & ~(E_STRICT | E_NOTICE));

    'continue_on' => array(E_NOTICE, E_WARNING, E_DEPRECATED, E_STRICT), as error_reporting(E_ALL & ~(E_STRICT | E_NOTICE)); i try but not work
